ASSET MANAGEMENT PROGRAM FOR
LOCAL HIGHWAY JURISDICTIONS

In October, 2003, LHTAC began assisting the local highway jurisdictions in the development of a uniform asset management and reporting system, including centerline GPS, signage GPS, and local road attributes.

Cities under 5,000 in population, Highway Districts, and Counties that have local road jurisdiction are elgible to recieve assistance under this program.

Asset Management is the strategic approach to managing infrastructure elements. AASHTO defines Asset Management as "a systematic process of maintaining, upgrading, and operating physical assets cost-effectively."

The strategic approach has the following elements:

  • Measurable Objectives
  • Direction and Support of Top Management and Elected Officials
  • Commitment of Middle Mangement
  • Engagement of Front Line People
  • Credible Information and Management Systems
  • Public Support

Asset Management as it pertains to pavement preservation is the process of applying the right treatment at the right time to the right place.

Asset Management:

  • Combines engineering principles with sound business practices and economic theory,
  • Provides tools to facililtate an organized, logical approach to decision making, and
  • Provideds a framework for handling both short and long-range planning.

Cities under 5,000 in population that have local road jurisdiction, Highway Districts, and Counties are eligilble to receive help under this project. The jurisdiction needs the following items:

  • Computer
  • Windows XP
  • Microsoft Access program
  • Send a written request to Jim, Zier, Asset Manager
